This building houses a library dedicated to the collection and exhibition of children's literature, as well as a research center. The recent renovation, completed in 2002, aimed to preserve the original structure of the building (first created in 1906) while realizing a safe and comfortable environment equipped with up-to-date features befitting the information age. Overall aseismic capacity was artfully improved, and the addition of new facilities was kept to a minimum. The expansion utilized the mullions of the glass curtain wall as pillars to result in a simple, highly transparent structure that harmonizes well with the old façade.
